BIOGRAPHICAL/HISTORICAL NOTE: The Offender Employment Preparation Program Act (Act No. 96, 2001 S.C.
Acts 2111-2114) established this program to aid incarcerated
individuals with reentry into their home communities through
job assessment, training, and referral services. The Dept. of
Corrections was charged with coordinating efforts with other
state agencies and organizations such as the Employment
Security Commission; Dept. of Probation, Parole and Pardon Services; Dept. of Vocational Rehabilitation; the Alston
Wilkes Society; and other private sector entities.
The act was passed contingent on funding, though no
funding was provided. To contend with this, the Dept. formed
a Reentry Program Committee composed of the above government and private entities and operates through
memoranda of understanding signed by each entity which establishes respective responsibilities. These include
developing policies and standards; obtaining and disseminating information throughout the state; providing
inmates with information concerning post-release job
training, employment referral services, and services provided
by other government agencies such as the Dept. of Veterans Affairs, etc.; and delivering assistance and services to
inmates transitioning from incarceration to reentering their
communities. The Dept. of Corrections was also charged with preparing an annual report on the program's activities.
SUMMARY SCOPE NOTE: This series consists of the annual report of the Offender Employment Preparation Program coordinated by the Dept. of Corrections. Information includes
a narrative account of activities and various appendices such as the full text of the Offender Employment Preparation Program Act; the National Institution of Corrections Technical
Assistance report, the Reentry Program Committee mission
and members; memoranda of understanding for each involved agency or organization;
Serious and Violent Offender Reentry Initiative information; the Dept.'s draft
policy and procedure pertaining to the Inmate Reentry
Program; Corrections Learning Network information; and
Self-Paced In-class Educational Program information.
