SUMMARY SCOPE NOTE: This series consists of two printed pamphlets, an Inmate Guide of 1989 and an undated Work Release Center Resident Guide. The Inmate Guide contains a brief explanation of programs and services available to inmates, as well as rules and regulations governing inmate conduct. Issued to every inmate, the Inmate Guide gives a brief explanation of programs and services available to inmates and rules and regulations governing inmate conduct. Information was extracted from departmental policies, rules, and regulations and includes chapters on general information (institutional orientation; classification; work credit/labor contracts; educational, community, food, health, and human services; grievance procedures; the ombudsman program; personal hygiene; etc.); administrative segregation/protective custody; disciplinary procedures; institutional rules violations and major offenses; parole and pardons; rights, responsibilities, and privileges; and an overview of the negotiated settlement of issues raised by the 1985 decree in the Nelson vs. Leeke case, later referred to as Plyler vs. Evatt. 

The Work Release Center Resident Guide was issued to all inmates participating in the Community Program during their final phase of stay with the department. Information is included on center counts; living quarters; food, laundry, health, and religious services; recreation/dayroom facilities; telephones; dress and grooming; employment; finances; the community pass program; visiting rights; violations of rules and regulations; and educational opportunities.
